The Time-Based Range spans 08:00 to 16:00 New York time. Noon divides the AM and PM windows. We split the range into Q1 08:00 to 10:00, Q2 10:00 to 12:00, Q3 12:00 to 14:00 and Q4 14:00 to 16:00. The first quarter containing an equal extreme gets credit.
